Excerpt of Speech by Cai Wu, Chief of the Information Office of the State Council

The Chinese government has undertaken a glorious but arduous task of advancing reform, expanding opening to the outside world and constructing a harmonious society. Latin America and the Caribbean possess rich experiences in the course of economic and social development, which will be of great significance for China to use for reference. What are the gains and losses of the region in developing economy and keeping the stability of society? It is a pressing and meaningful issue for Chinese scholars to deal with.

China views definitely Latin America and the Caribbean as a focal point of diplomacy. I wish to take this opportunity to quote President Hu Jintao’s suggestion on promoting Sino-Latin American relations which was proposed during his visit to Latin America in November 2004:

--Supporting each other politically and building all-round friendship.

--Complementing each other economically and building mutually beneficial and win-win partnership at new starting points.

--Enhancing cultural exchanges and serving as the model of dialogue among different civilizations.
